Quebec Investor Program

Quebec is responsible for selecting business immigrants who wish to settle in its territory.

Quebec exercises its exclusive power to select business immigrants according to criteria it has determined based on its immigration objectives. To be selected, applicants must meet the requirements of one of the three business immigration programs (Entrepreneur, Investor or Self- Employed worker) by submitting an application for permanent selection. During the application assessment process, applicants may be invited to a selection interview in Montreal.

If selected, applicants will receive a Certificate de selection du Quebec (CSQ – Quebec Selection Certificate) an official immigration documents issued by the Government of Quebec.

Canada is responsible for the admission of business immigrants to its territory. The Government of Canada admits to Quebec only those business applicants that have been selected by Quebec. The Entrepreneur Program encourages selected applicants to come to Quebec on a temporary basis to start their business project more quickly. To do so, selected applicants must submit an application for temporary selection at the same time as they apply for permanent residence.

To be admitted on a permanent basis, selected applicants must apply for permanent residence and pass the required medical examination and security screenings, as must their family members.

Applications for permanent residence will not be accepted if the applicant’s health or that of a family member (who may or may not be accompanying the applicant’s) poses a risk to public health or safety or is likely to be an excessive burden on health or social services in Canada.

Upon arrival, the applicants is granted permanent resident status, which confers the same rights as any Canadian citizen, except the right to vote and the right to obtain a Canadian Passport, After three years of permanent residence the applicants may be granted these rights by applying for Canadian Citizenship.

Exploratory Trip to Quebec
